Priority Issues:

My priorities are Improving Education, Growing our Economy and Restoring Accountability in Government.

Policy Positions

California State Legislative Election 2018 Political Courage Test

Abortion & Reproductive

1. Do you generally support pro-choice or pro-life legislation?
- Pro-life

2. Should abortion be legal when the pregnancy resulted from incest or rape?
- Yes

3. Do you support the prohibition of public funds for organizations that perform abortions?
- Yes

4. Other or expanded principles
- I support the right for women to chose to abort a fetus during the first three months of her pregnancy. After that it would have to be very rare and done for the safety of the mother. Medical Insurance should cover women's reproduction at the same level as it does for men.

Budget, Spending, & Tax

Budget Stabilization:

Indicate which proposals you support (if any) for balancing California's budget.

1. Reducing state employee salaries AND/OR pensions?
- Yes

2. Instituting mandatory furloughs AND/OR layoffs for state employees?
- No

3. Reducing benefits for Medicaid recipients?
- No

4. An income tax increase on any tax bracket?
- Yes

5. Other or expanded principles
- My first goal will be to restore trust in our California government. Our state taxes to much and in the wrong ways. We spend to much and much is wasted. We have to much debt and we don't trust either the ways the amount is presented and the amount stated. My top focus will be to fully and honestly audit our goverment and I will recommend several ways to both decrease our wasteful spending, while also improving our government services. It is possible. Also, we must pay off all our debt within 15 years.

Campaign Finance & Government Reform

1. Do you support any limits on campaign contributions to state candidates?
- No

2. Do you support the regulation of indirect campaign contributions from corporations and unions?
- Yes

3. Do you support the use of an independent AND/OR bipartisan commission for redistricting?
- Yes

4. Do you support requiring a government-issued photo identification in order to vote at the polls?
- Yes

5. Do you support repealing California's nonpartisan blanket primary election system?
- No

6. Other or expanded principles
- California needs great people to seek elected office. The current system greatly and unfairly benefits the incumbent. Both parties are guilty of this. I will introduce several campaign reforms to make the political system both more fair and more informative for the public. It will start with some level of public financing and mandatory joint debates of candidates. My promise to you is to be a legislator of good Character. My focus is on solutions to our major issues facing our state and not making excuses for lack of actions

Crime & Public Safety

1. Do you support capital punishment for certain crimes?
- Yes

2. Do you support the legalization of marijuana for recreational purposes?
- No

3. Should a minor accused of a violent crime be prosecuted as an adult?
- Yes

4. Do you support the enforcement of federal immigration laws by state and local police?
- Yes

5. Other or expanded principles
- One of the four major areas of improviment for California that I will focus on is Civil Justice reforms. The cost of justice is to high and takes to long. To often the major winner are the lawyers instead of the people this is wrong and should never happen. I will introduce legislation that increases the effectivemess and fairness of small claims court. I will introduce legislatiion that punishes lawyers if there actions inflame the situation and or their actions increase the costs or delay the results. Justice needs to be fair, quick and affordable.

Economic

1. Do you support state government spending as a means of promoting economic growth?
- No

2. Do you support lowering state taxes as a means of promoting economic growth?
- Yes

3. Do you support reducing state government regulations on the private sector?
- Yes

4. Do you support expanding access to unemployment benefits?
- Yes

5. Do you support requiring welfare applicants to pass a drug test in order to receive benefits?
- No

6. Do you support an increase of the minimum wage of California?
- Yes

7. Do you support expanding state public housing programs?
- No

8. Other or expanded principles
- California state government is too large and does too many things poorly. I will work to identify and reduce wasteful spending. One major example is the extremely wasteful way our state handles mass transit. The bay area alone has 24 mass transit agencies and they do not work well together. The biggest waste of money is the new High Speed Rail agency which is really a padded special interest profit maker instead of actually improving our current transportation problems. You and we deserve better and with Bob Brunton you will - Just Solutions - Not Favored - Not Excuses

Education

1. Do you support adopting federal education standards in California?
- No

2. Do you support state funding for charter schools?
- Yes

3. Should immigrants unlawfully present in the United States who graduate from California high schools be eligible for in-state tuition at public universities?
- No

4. Other or expanded principles
- Providing quality and affordable education to all of our citizens is California highest priority. Currently California allocates 54% of its budget to education and we are not getting our monies worth. Our education master plan needs be greatly revised to meet the dramatic changes to our state since it was redone. This is my highest priority. Making quality and affordable education available regardless or you or your parents income or your age or ethnicity. The problems are fixable and they do not require more funds. I have identified many ways to reduce waste and improve outcomes.

Environment & Energy

1. Do you support state funding for the development of renewable energy (e.g. solar, wind, thermal)?
- No

2. Do you support state government regulations of greenhouse gas emissions?
- Yes

3. Do you support increasing state funding for clean drinking water initiatives?
- Yes

4. Do you support permanent statewide water usage restrictions?
- No

5. Other or expanded principles
- I want all of us to live in a clean, safe state. Having high standards are good. but after that it is up to competitive companies to come up with the best ways to meet or exceed those standards. California should not make legislation that benefits only a few companies. As a Legislator of Character I will support rules that are fair, understandable, achievable and not just political.

Gun

1. Do you generally support gun-control legislation?
- No

2. Should background checks be required on gun sales between private citizens at gun shows?
- Yes

3. Should teachers be allowed to bring guns into the classroom?
- Yes

4. Should a license be required for gun ownership?
- Yes

5. Other or expanded principles
- Califonia has many gun control laws that are not being fully enforced. I will not support any new legislation until we try full enforcement of our current laws. After we see how well the laws are performing then we can suggest modifications. The Right to have Firearms and to be able to protect us from an oppresive goverment is a consititonal guarantee that I support and will defend.

Health

1. Should the state government increase funding for treatment facilities to combat opioid abuse?
- No

2. Do you support Medicaid expansion through California's health care programs?
- Yes

3. Do you support requiring individuals to purchase health care insurance?
- No

4. Do you support legislation that grants citizens the right to choose to die through euthanasia?
- Yes

5. Do you support eliminating religious exemptions for vaccinations?
- No

6. Other or expanded principles
- No Answer

Social

1. Do you support the inclusion of sexual orientation in California's anti-discrimination laws?
- Yes

2. Do you support the inclusion of gender identity in California's anti-discrimination laws?
- Yes

3. Do you support greater efforts by California state government in closing the pay gap between men and women?
- Yes

4. Do you support California's "Sanctuary State" immigration policies?
- No

5. Other or expanded principles
- To me the color of your skin, the gender you have, or the religion you chose (or not chose) means little to nothing when it comes to legislation. My focus is on solutions, not excuses. I will do my best to make legislation that is applied to all of us and or does not allow one group or company or identity to get special treatment. If a group has received special treatment then for a period of time then a corrective action may be warranted.

Legislative Priorities

In the following area, please explain in a total of 100 words or less, your top two or three priorities if elected. If they require additional funding for implementation, please explain how you would obtain this funding.
- My four priorities are1. Improving Education2. Improving Civil Justice3. Improving our Transportation Systemsand most Important4. Improving our Effectiveness and Trust in our Government - Our state government is out of control it has to much debt and wastes to much money. We deserve better and with Bob Brunton as your next Assemblyperson you will be treated better and our state will improve
