2018年8月24日,距离佛州中期选举初选只有不到一周的时间。任期将满的佛罗里达州州长Rick Scott,在中期选举中挑战佛州的联邦参议员席位。在Asian GOP的积极组织下,州长在百忙的日程中抽出时间,于今天下午在罗德岱堡专门会见了我们南佛州亚裔的八位代表,听取了亚裔在美国以及佛罗里达最关心的问题,并鼓励亚裔积极出来投票参选,参与国家政治,并为社区发展贡献力量。

部分参会亚裔代表感言:

美国梦的成功典型
Andrew Li
州长Scott家庭出身贫寒。 高中毕业后就服役于海军,退役后靠半工半读完成了大学学业并获得法律学学位以及律师职业资格。从二十几岁开始进入Healthcare行业,一路的拼搏从屈指可数的几位员工,一直到数千人的大型企业。作为一个从底层奋斗成功的企业家和政治家,Rick Scott和大多数华裔秉持相同或者近似的政治理念,深知教育以及公平的机会对于广大中下层民众的重要意义。
2010年他用自己的资金竞选佛州州长,从一位被认为毫无从政经验和最不可能的州长候选人,突出重围成功当选,并在2014年连任成功。在两任的州长职位上,佛罗里达的就业职位增加了百万,经济增长处于各州前茅。低税率和友好的营商与教育环境使得州长Scott 希望把成功的管理经验带到华盛顿。2018年4月,Scott正式宣布竞选联邦参议员。
Scott的经历展示了一个完美的美国梦: 努力工作,达到经济富足,回馈社会!(work hard -> achieve financial security -> give back society through public service)从他做州长的第一天他就把解决佛州就业作为第一大目标!他的目标是700,000个就业。之后他的所有政策不论是取消官僚规章,还是降低税收等等都围绕这一目标,8年下来佛州新增就业1.5million,比原目标多出一倍!

一次一目标,一步一脚印

會中我們討論本地華人最關心的學校安全,教育和中小企業等問題。州長鼓勵本地華人人數雖不多但一定要參加投票,讓我們的voice to be heard, 這樣就能發揮影響力。
會中州長以他個人公司從開始幾個人可是幾年後却有上千員工的從商経驗,告訴我們一定要focus, 一次壹目標,一次壹腳印,腳踏實地,例如從最基礎的school superintendent 或city commissioners開始, 集中力量選只支持和華人訴求/主張相同的候選人,這樣以後任何一位candidates一定不敢忽視華人的權益。

用手中选票,发出我们的声音

这次参加座谈的八位亚裔代表,既有来自大陆的华人朋友,也有来自台湾的华人朋友。既有本地的亚裔企业家,私营业主,也有教育行业的精英代表, 比较充分的体现了华裔中的多样性。能够和州长直接对话,与会代表难以抑制自己兴奋的心情,都抢着向州长倾诉亚裔最关心的议题。在美亚裔多数秉持传统保守的价值观,以家庭为生活核心,以小康幸福的生活为理想,同时又有着自扫门前雪,不关心政治的传统惰性。然而近年来美国的一些政策,例如以平权为幌子大搞种族配额制度,大量非法移民,侵犯警察公权力等等不仅侵害国家利益,也损害了亚裔的利益。在这样的背景下近年来亚裔参与政治的热情空前提高。
会面期间中,州长问我们:南佛州有多少华裔?答:大约50,000。州长说:50,000足够改变一个州的选举结果。在讨论到教育问题时,州长说:决定一个学区教育委员当选只需要7,500票左右。我无语了, 在微信群里争吵的时候该结束了!事发之后无奈的抗议该结束了!华人四分五裂一盘散沙的时代该结束了!是时候了!华人要一起用我们手中的选票,发出我们的声音。期望大家共同的倾听,参与,表达,我们会看到改变,因为你我他都是新一代有智慧的美国人,我们的子女以及后代要做这片新土地的主人。

积极参与,维护自身权益

在座谈中,州长首先询问了各位代表的背景以及我们作为第一代移民,为什么会选择来到美国。随后大家就亚裔最关心的教育,民生等问题交换了意见。州长指出,在他任职的七年多以来,佛罗里达州的教育拨款节节提高,无论是义务教育还是高等教育水平都不断提高。佛罗里达大学在全国公立学校排名已经在前十名,并且还在不断提升,教育性价比非常高。然而由于地方部门行政效率不高,公立学校教师薪资水平依然没有达到家长们期待的水平,对提高教学水平造成了阻碍。与会代表还提出教育应该鼓励竞争,而不是搞大锅饭,common core 这类东西。州长认同大家的意见,并且指出,地方政府对教育的政策有很大的话语权,亚裔要多参与各级政府的选举,选出自己认同的候选人,只有积极参与政治,才能更好的维护自己的权益。在会上,小企业代表Andy Shi 还提出了自己在经营企业过程中遇到的困难。州长表示会帮他处理相关工作。

School Safety & Equal Education Opportunity

作为一位脚踏实地的企业家及政治家,Rick Scott深谙“行胜于言”的道里,他问亚裔代表,如果我们在公司面试一位应聘者,我们是看他说的怎样还是要看他简历上写的他做过什么。公司招人如此,政治选举亦该如此,大家应该听其言,观其行,再自行作出判断。州长秉承的传统的保守理念,与我们亚裔所珍视的注重家庭,注重教育价值观吻合度很高。
州长明确的指出他积极支持提升校园安全的主张,并且对于亚裔在大学录取环节所遭受的不公平待遇表示认同。他询问与会代表,本地有没有亚裔参选School District的职位。在得到否定的答复后他略表惊讶 – 我们亚裔如此重视教育,却没有人站出来参选本地的教育公职,实在是有点令人汗颜。不过在我看来,从四年前反对Jimmy Kimmel杀光中国人言论的大游行,到后来的220声援梁警官活动,到两年前的无论共和党支持者还是民主党支持者都积极参与美国大选,再到最近的起诉哈佛录取歧视亚裔,亚裔美国人参与主流政治的热情正在不断提高。与此同时,大家也经历了一个从没有任何政治经验,思想有些极端且手段有些幼稚,到慢慢回归理性,按照游戏规则有理有节的过程。我相信在不久的将来,我们南佛州一定会有我们亚裔自己的Educational Commissioner,及其他本地政府的亚裔公职人员。做出我们的贡献,争取我们的平等权益。
本来预定半小时的座谈远远超出了预期的时间。最后州长和与会代表共同合影,并祝贺华裔在佛州生活幸福,事业顺利。

Cliff Zhonggang Li
Executive Director

Cliff Zhonggang Li is the founder and CEO of eLaws.us/CommerNet, Inc since December 1997. He is the architect of e-Regulations platform of State of Florida, State of Montana, District of Columbia, and many local governments, which is the State and local equivalent of Federal Regulations.Gov. These Regulation-making platforms he designed have been in use for more than ten years, currently relied upon by over a thousand government rulemaking agencies, as well as by tens of millions of citizens. He is a recognized expert in the e-Regulation field by the National Association of the Secretary of State, ACR section, who gave several speeches in their National conferences as well as in Office of Federal Registrar. Mr Li also partnered in founding several successful ventures in the field of eCommerce and International Export. Throughout his experience as an expert working in the governmental processes, and as a social worker, Mr Li has become staunch conservative believing in self-reliance, personal responsibility and small government. He is a Founding Member of AAPI Conservative Leadership Caucus (www.AAPI.GOP), Executive Director of National Committee of Asian American Republicans (www.Asian.GOP), and a Board Director of Asian Pacific Islander Conservative Council (APICC); all are leading national organizations for AAPI Republicans. He is one of most influential champions in AAPI conservative movement, active both at grass root level as well as in forming national AAPI strategy. He was one of thirty-one advisors of Asian Pacific American Advisory Committee of Trump-Pence Campaign, promoting the national #MAGA movement. He was appointed numerously as an advisor of the Florida Advisory Council on Small and Minority Business Development from 2007-2011 by FL Governor’s office, and actively involved in many AAPI communities as well as in diverse communities of Haitian, Venezuelan, Cuban, Romanian, and etc.

Juan Carlos Benitez
Director, Government Relation

Juan Carlos Benitez is an attorney and lobbyist based in Guam. Mr. Benitez is also known as a key player and fundraiser in the Republican Party and a leader in the Republican Hispanic community. A native of Puerto Rico and first-hand participant in U.S. territory management, he was formerly the lead U.S. lobbyist for the government of Guam. He served as one of the leading international relations specialists at Cassidy & Associates, one of Washington DC Premier Lobbying firms. With his depth of knowledge and broad network of contacts, Mr. Benitez has became a tremendous strategic partner for his clients in designing and implementing successful lobbying strategies to further their needs in Washington and Guam.

Tim Koch
Compliance Officer

Tim has more than 19 years of professional experience with 8 years of financial consulting experience directly assisting political organizations. He provides accounting, financial, and administrative services to multiple candidate committees and PACs. Tim was an Associate with Booz Allen Hamilton and served as an officer in the U.S. Marine Corps. He received a bachelor’s degree from Harvard University, earned an MBA from the University of Texas at Austin, and holds a Certificate of Accounting from George Mason University.

Benming Zhang
Director of Future Leaders Program

Benming Zhang is a City Council Member at City of Williamsburg, Virginia. Zhang is believed to be the first Asian-American ever elected to the council according to the City of Williamsburg's communications specialist. He has been involved in Williamsburg politics since his freshman year at William & Mary, when Mayor Clyde Haulman appointed him to the Public Housing Advisory Committee. In addition to his four-year term with that body, Zhang has also served as a member of the Greater Williamsburg Chamber & Tourism Alliance and the Jamestown-Yorktown Foundation Revolutionary Society.
