- 1. Residential growth must pay for the costs it imposes on society. Just as cities charge a water tap for new residential growth, in over-capacity areas of Colorado the state should charge a road network tap fee. 2. Colorado should take ownership of mistakes that government has made. RTD is a failure and waste of resources. The dishonesty of over-promised state pensions must be addressed. The school funding formula is rigged to benefit rich districts3. The state has no mandate to fund health care, a global conversation is overdue. Heath care costs will bankrupt Colorado.
