- The number one priority of the legislative session is to pass a responsible budget that will meet the needs of the state for the biennium. A budget has two sides. The expenditure side and the revenue side. At the minimum the revenue must equal the expenditures. It is desirable for the revenue to exceed the expenditures. This creates a "rainy day fund." The result of budgets passed from most recent legislatures did result in the "rainy day fund." However, this past legislature passed a budget that resulted in a deficit. This was an irresponsible action and cannot happen again!

- The US (including Montana) has the highest incarceration rate in the world. (Over 600 of every 100,000 in prison.) Russia comes next at around 450. Most developed countries (i.e. Canada) incarcerate about 150 - 200. Drug/Alcohol abuse is a major reason for our situation. We must consider alternatives other than prison that are more effective and less costly.It is difficult to answer the other questions with simple yes and no answers. There are many shades of grey to these subjects. The exact wording of a bill must be considered before voting.

- I am a fiscal conservative. In the legislative budget construction process I advocate we must carefully look at the budgets submitted by each department. We know that state employees make up an important part of the middle-class working force. Actions by the legislature must promote salaries in the private sector as well as the government sector that will bring people out of poverty and into the middle-class.

- I am a former Montana School Administrator of 30 years with 13 years teaching/coaching before that. I support the fact that schooling/education is a state function and not a federal function. I encourage state-to-state cooperation and state-to federal cooperation. However I do not accept federal control of a state function. Charter schools are another form of public education. At this time we do not find Charter Schools in our state. I would welcome considering any bill submitted concerning Charter Schools.
