On May 31, 2016, Leeman was charged with felony bribery and witness tampering. He was accused of trying to convince John Kennedy, an employee at the Rochester Housing Authority, into providing a letter that stated that Leeman's residence at Wellsweep Acres was temporary. Leeman allegedly offered Kennedy a donation in exchange for an expedited transfer to a building within his district. At the time that these events took place, Leeman was living in a Rochester Housing Authority building outside Wards 2 and 3, the state House wards he represented. The charges stemmed from the allegation that Leeman committed voter fraud during New Hampshire’s presidential primary in February 2016. He voted in the primary in Ward 3, while he was living in Ward 6. On June 15, 2016, Leeman was arraigned and pleaded not guilty to the charges. The maximum sentence for each felony was 3 1/2 to 7 years and a $4,000 fine. In March 2017, the felony bribery and witness tampering charges against Leeman were dropped. Leeman accepted a plea deal that dropped the felony charges in exchange for him pleading guilty to a misdemeanor. He was ordered to complete 200 hours of community service and a deferred $1,200 fine.
