- Vermont's budget is challenged by the greying of the State and the high cost of Medicaid. More Vermonters are retiring from the workforce than are entering it. Our State tax base is contracting. Healthcare costs are skyrocketing. Shedding employees or cutting their benefits doesn't solve either one of these problems. It compounds the problem by putting more Vermonters out of work and in need of more State programs. Short term we could use "rainy day" funds with a true payback schedule. Long term we need to invest in workforce training and recruiting. Continue to reform how we pay for healthcare.
