Policy Positions

The Matern plan is to give a $10,000 Federal tax credit to any individual or family that takes in a homeless person to get them off the street.

This plan is efficient, cost effective and humane.  

The current cost of building housing in metropolitan areas is approximately $500,000 per unit.  The cost of building 575,000 units for every homeless person in the United States would be $288 Billion.  The cost of housing the same 575,000 people under the Matern Plan is $5.75 Billion per year.  Obviously, the Matern Plan is more cost effective than building 575,000 new housing units.

The efficiency of the Matern Plan is that it wouldn’t take the 3-5 years to build 575,000 units.  Even when developers want to build new units in densely populated areas they have run into stiff neighborhood opposition throughout the United States.  The Matern Plan would not require permitting and the delays that come with building new housing.

The Matern Plan would direct money back into communities and families that need it the most.  

The Matern Plan would call on existing social service agencies and non profits to place currently homeless persons into homes that are safe.  Those same social service agencies will continue to provide the previously homeless people with wrap around services from job counseling, retraining, mental health services, addiction and recovery assistance.  

The TIME FOR ACTION IS NOW!  We have heard politicians talk about solving homelessness, it is now time to implement the Matern Plan.
