Policy Positions

Montana State Legislative Election 2018 Political Courage Test

Abortion & Reproductive

1. Do you generally support pro-choice or pro-life legislation?
- Pro-choice

2. Should abortion be legal when the pregnancy resulted from incest or rape?
- Yes

3. Do you support the prohibition of public funds for organizations that perform abortions?
- Yes

4. Other or expanded principles
- Because fetal viability to exist on its own is not until 19-21 weeks of gestation, abortion must be exercised before this time frame. After that, it is murder. The ability to feel pain by a fetus is very unlikely before 20 weeks; fortunately a similar date of gestation. I leave it to the woman to decide what to do in cases of rape or incest (or any pregnancy), but she has to make her choice and implement it before, say 20 weeks of gestation. Public funds should NOT be used for any abortion.

Budget, Spending, & Tax

Budget Stabilization:

Indicate which proposals you support (if any) for balancing Montana's budget.

1. Reducing state employee salaries AND/OR pensions?
- Yes

2. Instituting mandatory furloughs AND/OR layoffs for state employees?
- Yes

3. Reducing benefits for Medicaid recipients?
- Yes

4. An income tax increase on any tax bracket?
- No

5. Eliminating block grants to public school districts?
- Yes

6. Decreasing funding to the Montana Department of Health and Human Services?
- Yes

7. Other or expanded principles
- The budget needs to be on a line item basis, and every line carefully considered. I understand that there are public needs, but in general I am for shrinking government and taxes. But undoubtedly somewhere along the line I would vote for tax expenditure for things. But I will be a rather hard sell.

Campaign Finance & Government Reform

1. Do you support any limits on campaign contributions to state candidates?
- Yes

2. Do you support the regulation of indirect campaign contributions from corporations and unions?
- Yes

3. Do you support the use of an independent AND/OR bipartisan commission for redistricting?
- Yes

4. Do you support requiring a government-issued photo identification in order to vote at the polls?
- Yes

5. Other or expanded principles
- No Answer

Crime & Public Safety

1. Do you support capital punishment for certain crimes?
- Yes

2. Do you support the legalization of marijuana for recreational purposes?
- Yes

3. Should a minor accused of a violent crime be prosecuted as an adult?
- No

4. Do you support the enforcement of federal immigration laws by state and local police?
- Yes

5. Other or expanded principles
- c) expanded:I can envision cases where an older "minor", say 17 years of age who carries out something like a premeditated mass shooting should perhaps be prosecuted as an adult. I think ultimately this should be left to the prosecuting attorney and the judge. d) expanded: I am absolutely against "sanctuary cities", and feel that those officials who condone it should be subject to prosecution themselves.

Economic

1. Do you support state government spending as a means of promoting economic growth?
- Yes

2. Do you support lowering state taxes as a means of promoting economic growth?
- Yes

3. Do you support reducing state government regulations on the private sector?
- Yes

4. Do you support expanding access to unemployment benefits?
- No

5. Do you support requiring welfare applicants to pass a drug test in order to receive benefits?
- No

6. Do you support an increase of the minimum wage of Montana?
- No

7. Other or expanded principles
- e) expanded: I support an employer being able to require drug testing before offering a job or continue letting a person have the job. And while I believe credentials for welfare recipients should be tightened up significantly, I do not believe the government should delve into their drug use or lack thereof as a determinant of whether or not they receive the benefit.

Education

1. Do you support adopting federal education standards in Montana?
- No

2. Do you support state funding for charter schools?
- Yes

3. Should immigrants unlawfully present in the United States who graduate from Montana high schools be eligible for in-state tuition at public universities?
- No

4. Other or expanded principles
- No Answer

Environment & Energy

- No

4. Do you support legislation that grants citizens the right to choose to die through euthanasia?
- Yes

5. Do you support eliminating religious exemptions for vaccinations?
- No

- No

7. Other or expanded principles
- No Answer

- Yes

2. Do you support the inclusion of gender identity in Montana's anti-discrimination laws?
- Yes

3. Do you support greater efforts by Montana state government in closing the pay gap between men and women?
- No

4. Should individuals be required to use a bathroom that corresponds with the gender listed on their birth certificate?
- No

5. Other or expanded principles
- c) expanded: Government should stay out of this and let the individual's proven value dictate the wage he/she earns.d) Unisex bathrooms-one person at a time-has solved this. The question is: what about locker room facilities? I am for going with the gender on the birth certificate dictating the locker room used.

Legislative Priorities

In the following area, please explain in a total of 100 words or less, your top two or three priorities if elected. If they require additional funding for implementation, please explain how you would obtain this funding.
- 1. Preserving the second amendment by making no concessions for any infringements.2. Insuring an orderly and carefully implemented legal immigration policy. Holding entities and individuals legally responsible who do not adhere to immigration laws, both federal and state.3. On the state level, getting to the bottom of just what the implications of the "Confederated Salish and Kootenai Tribes Water Compact" are; and taking action to derail this if warranted.
