An attorney by trade, Franchot served in the United States Army prior to attending college. After receiving his law degree, Franchot served as legislative counsel for the Union of Concerned Scientists from 1978 to 1980, going on to become staff director in the Office of U.S. Representative Edward J. Markey from 1980-1986. Franchot was first elected to the Maryland House of Delegates in 1986 and went on to represent Montgomery County for the next twenty years.

2014

Franchot ran for a third term as Maryland Comptroller in 2014. He was considering a run for Governor, but said polls showed him a much stronger candidate for re-election. He added, "At the end of the day, I enjoy being comptroller. It's a dream job." He was uncontested in the Democratic primary on June 24, 2014, and faced William H. Campbell (Republican) and Anjali Reed Phukan (Maryland Service Party) in the general election on November 4, 2014.
