- At this point our economy is still on the upswing, and these questions are somewhat premature for discussion. It is important to not continue increasing salaries and benefits to a point that would make them untenable in the future. If we do experience a downturn, layoffs are a solution as agencies should be shrinking their employee base due to decreased demand. Medicaid payments should be restricted to the most needy only, and work requirements will help reduce extraneous payments. Income tax increases only slow economic recovery, and would have a negative effect overall.
