Hammer earned a bachelor's degree in economics from Hampden-Sydney College. He co-founded the Hampden-Sydney Classical Liberals, a libertarian group.

Policy Positions

Agriculture

Excerpt: "If elected, Israel plans to host an agriculture conference at which farmers, vendors and all of Virginia’s agricultural resources can connect and learn best practices. The Commonwealth of Virginia should be there to help the agriculture community, not over-regulate them and choke them to death."

Property Rights

If elected, I will fight to protect Virginian’s property rights. This includes fighting the abuse of eminent domain to build pipelines, especially when there are already easements in place. This also includes ending the highway robbery practice known as civil asset forfeiture, which allows law enforcement to seize assets without even charging them with anything.

Economy

If elected, I will do everything within my power to help grow Virginia’s economy.

The way to grow our economy is to get the government out of the way of Virginian’s and job creators. This means reducing regulation, taxes, and allowing new industries to grow organically. Companies, particularly small businesses, are over regulated and taxed.

All regulations do is benefit large corporations, as they write them and can afford to comply.

Taxes take away money from hard working Virginians, increases the cost of living, and are just theft. Lowering, or even abolishing, income tax puts more money back into Virginian’s pockets. You know how best to use your earnings, not the government. Lowering, or even abolishing, corporate taxes will bring more companies to Virginia, providing more jobs. Corporations either steer clear of the taxes or pass along the cost to the consumer. So, this obviously raises cost of goods and makes your money not go as far as it could.

Finally, we need to end prohibition of Marijuana. The drug war is just a costly unwinnable war by the state. So many negatives are associated with enforcement of the Draconian drug laws such as militarization of police, increase government expenditures, lost of human potential by going to jail or prison, overcrowding and cost of jails and prisons, breaking up families, offenders not being able to re-enter the job market, violence associated with gangs and cartels, and the list goes on. If we legalize marijuana we can end those negatives on society and add even more positives such as medical research, treatment of many illnesses and diseases, and creating a whole new industry and of course thousands of jobs. It is estimated that the marijuana industry will create more jobs than the manufacturing industry by 2020. So why not legalize this booming industry?

Transparency

If elected, I will promote transparency and accessibility for my constituents to the process. I will champion and submit legislation to increase transparency on all levels of Virginia’s government and the legislative process in Richmond. I will call out cronyism and corruption and try to bring it to light and instill change in Richmond.

I want to end the corruption and cronyism that is currently instilled in Richmond. Your current Delegate is owned by special interest and corporations. Take a look at their donors on VPAP and you will see how they vote and will continue to vote. I want to maximize freedom for the individual and serve my constituents, not be bought.

I support blockchain voting. This will allow for voting to be easy for the voter as they can do so online at home, verifiable and void of fraud, completely auditable, results public but your individual vote is private, and the count is instantaneous so no waiting once polls close.

I will fight to end gerrymandering. This practice is used by whichever party is in power to continue to be in control. This is unconstitutional, immoral, and allows for politicians to select their constituents instead of being elected. This is also why the vast majority of incumbents get re-elected. It is rare to see an incumbent lose an election. Districts should be drawn by a non-partisan independent committee and should be compact and simple. Counties and cities shouldn’t be cut up into multiple districts unless necessary because of population and at that time it should be done in a logical manner not political.

Personally, I will not accept any donations from special interest and corporations, such as my opponent and essentially every elected official. I will hold online town halls to provide accessibility to my constituents via Google Hangouts and Twitter. My plan is to hold at least weekly town halls while in session in Richmond and monthly town halls the rest of the year. Also, I will make every vote that I cast public and provide a summary on the reason I voted yay or nay.

You may not agree with me on every issue, but you will know that I will listen, be transparent, and be accessible.

Elections

2015

Elections for the office of Virginia House of Delegates took place in 2015. A primary election was held on June 9, 2015. The general election took place on November 3, 2015. The signature filing deadline for candidates wishing to run in this election was March 26, 2015. Richard Bell was unopposed in the Republican primary. Will Hammer ran as a Libertarian candidate. Bell defeated Hammer in the general election.

2014

Hammer ran in the 2014 election for the U.S. House to represent Virginia's 6th District. He received the Libertarian nomination. Will Hammer lost the general election on November 4, 2014.
