Policy Positions

North Carolina Congressional Special Election, District 3, 2019 Political Courage Test

Abortion

1. Do you generally support pro-choice or pro-life legislation?
- Pro-choice

2. Other or expanded principles
- Women have the right to follow their convictions within the framework long established by the US Supreme Court over 40 years ago and that should remain. A matter of long-settled law by the SCOTUS. The truth is, this is a state by state issue and if it becomes a federal issue again, it will be settled by the courts.

Budget

1. In order to balance the budget, do you support an income tax increase on any tax bracket?
- Unknown Position

2. In order to balance the budget, do you support reducing defense spending?
- Unknown Position

3. Other or expanded principles
- DC leaders need to be more mindful of where our spending goes. As a former mayor, I understand the importance of a balanced budget, because it is what we are going to leave our children and grandchildren. I believe we best balance the budget by adopting a better government approach through priority budgeting and returning to equitable tax brackets.

Campaign Finance

1. Do you support the regulation of indirect campaign contributions from corporations and unions?
- Yes

2. Other or expanded principles
- Special interests have become a major issue in today's political landscape. Politicians are bought and paid for, and often forget that they were elected to serve the people, not corporations. The sooner we do away with special interest money, the sooner we can make meaningful progress and end much of the bickering in Washington D.C.

Economy

1. Do you support federal spending as a means of promoting economic growth?
- Unknown Position

2. Do you support lowering corporate taxes as a means of promoting economic growth?
- No

3. Other or expanded principles
- I support being fiscally responsible because our deficit spending has gone out of control. However, I will support investments which would stimulate economic activity and generate revenue.

Education

1. Do you support requiring states to adopt federal education standards?
- Unknown Position

2. Other or expanded principles
- I support policies which will invest in and improve education and equip our future generations with the tools necessary in order to succeed and face the challenges of the 21st century. I would look to experts in education, as well as teachers to understand what would be best for Eastern North Carolina.

Energy & Environment

1. Do you support government funding for the development of renewable energy (e.g. solar, wind, thermal)?
- Yes

2. Do you support the federal regulation of greenhouse gas emissions?
- Unknown Position

3. Other or expanded principles
- Climate change impacts my district in the form of more hurricanes and flooding, which causes losses in the economy. I would certainly look into policies that could help mitigate these impacts. I would also look into investing in renewable energy not only to help mitigate these issues but also spur economic growth.

Guns

1. Do you generally support gun-control legislation?
- Yes

2. Other or expanded principles
- As someone who grew up with guns and is a gun owner, I understand the significance of the second amendment. However, I also understand the importance of background checks and keeping firearms out of those who are dangerous and mentally ill. We must hold individuals more accountable, and this includes further licensing for firearms.

Health Care

1. Do you support repealing the 2010 Affordable Care Act ("Obamacare")?
- No

2. Other or expanded principles
- We need to make healthcare more affordable. Getting rid of Obamacare would cause many to lose coverage and be left with no alternative. I am open to exploring other options for healthcare programs; however, not at the expense of millions of citizens who would be left uninsured.

Immigration

1. Do you support the construction of a wall along the Mexican border?
- No

2. Do you support requiring immigrants who are unlawfully present to return to their country of origin before they are eligible for citizenship?
- Unknown Position

3. Other or expanded principles
- We are a nation of immigrants and we must understand the value that they bring to our country. I support comprehensive immigration reform that keeps families together and provides a pathway to citizenship. However, we can do this while also maintaining law and order at our borders by securing our points of entry, crossing hotspots, and investing in new technologies for monitoring.

Marijuana

1. Do you support the legalization of marijuana for recreational purposes?
- Unknown Position

2. Other or expanded principles
- As of right now, it is a state by state issue. It is also an emerging issue which is going to become more prominent within the next decade and I am certainly open to having that discussion based off of the research.

National Security

1. Should the United States use military force in order to prevent governments hostile to the U.S. from possessing a nuclear weapon?
- Unknown Position

2. Do you support increased American intervention in Middle Eastern conflicts beyond air support?
- Unknown Position

3. Other or expanded principles
- We need to do what is both fiscally and morally responsible. We've spent a lot on foreign intervention and conflict, which has often resulted in long and drawn out effects. I would look into it, and focus on what is best for the people of my district and the United States, as this involves our military as well.

Administrative Priorities

Please explain in a total of 100 words or less, your top two or three priorities if elected. If they require additional funding for implementation, please explain how you would obtain this funding.
- My top priorities would be fixing our healthcare system and protecting my district from the next natural disaster. We need to go after insurance and drug companies, as well as special interest money, which is what prevents progress from occurring on making healthcare more affordable. We must also invest and look into hurricane mitigation, flood control, and ending offshore drilling, which are all issues that have an impact on Eastern North Carolina.
