- My top priority for funding will be our public schools. My top priority for my personal attention will be the problems of our health care system. I favor a number of steps to bring health care costs under control including tort reform beyond the proposed constitutional amendments which are useful but will not solve the problem. I favor using $100 million of our budget surplus to fund endowments for our University and Community Colleges.
