- 1)Sustainable budget in future bienniums. North Dakota has a very possitive ending fund balance but I feel we must have contained spending increases and a rainy day fund to help defray future biennium expenditures. 2) Increase in K-12 funding. Must be done in a sustainable fashion that addresses needs of rural schools, as well as, our larger urban schools. Rural schools should not have to take less funds in the name of the "rich school, poor school" philisophies.
