- Arkansas has a balanced budget, but it is still in debt in the amount of $10-$12 Billion. About $5 Billion is debt on bond issues, accrued leave and compensatory time, & long term leases. Pension debt is between $5-$7 Billion, but there is one study out that says $39 Billion. I do not think this is accurate because it appears this study just measured liabilities, not assets AND liabilities. I do think the State and our employees would be better served with a defined contribution retirement plan and that we pay off our existing bonded debt in ten years.
