- Continued work on monitoring and addressing fiscal stress and less than satisfactory quality of life and opportunity in some parts of Virginia, particularly rural and some inner city.Funding formulas for state/local share must be realigned and the economy stimulated to capture additional state revenues to fund the increased state share.
