Joseph 'Joe' R. Raich

D
Policy Positions

Abortion & Reproductive Issues:

Pro-choice a) Do you generally support pro-choice or pro-life legislation?
Yes b) Should abortion be legal when the pregnancy resulted from incest or rape?
Yes c) Should abortion be legal when the life of the woman is endangered?
No d) Do you support the prohibition of public funds for organizations that perform abortions?
e) Other or expanded principles:
The doctor/patient relationship is vital. Politicians aren't doctors, and doctors aren't politicians. Planned Parenthood and all procedures ought to get government funding as part of a health care for all program.

Budget, Spending, & Tax Issues:

1) Budget Stabilization:
Indicate which proposals you support (if any) for balancing New Jersey's budget.
No a) Reducing state employee salaries AND/OR pensions
No b) Instituting mandatory furloughs AND/OR layoffs for state employees
No c) Reducing benefits for Medicaid recipients
No d) Do you support the prohibition of public funds for organizations that perform abortions?
e) Other or expanded principles:
NJ made serious errors in pension negotiations. Privatization of programs means losing control and tends to increase taxes. Austere actions hurt public employees and provide dubious results. I support Single Payer Health Care covering everyone and ought to be more cost effective. Employers aren't health insurance agents and finding the best program is best suited for government, not individuals.

Campaign Finance & Government Reform Issues:

a) Do you support limits on the following types of contributions for state candidates?
Yes 1) Individual
Yes 2) Political Action Committee
Yes 3) Corporate
Yes 4) Political Party
Yes b) Do you support requiring full and timely disclosure of campaign finance information?
Yes c) Do you support the regulation of indirect campaign contributions from corporations and unions?
Yes d) Do you support the use of an independent AND/OR bipartisan commission for redistricting?
No e) Do you support requiring a government-issued photo identification in order to vote at the polls?
f) Other or expanded principles:
I support ending the citizens united decree imposed by the Supreme Court of the United States. Corporations will NEVER get the right to vote in a democracy. NJ should lead a systemic reform movement and become a roll model for the USA. Democracy, the popular vote and populist initiatives, referendums, and recall reforms are long overdue. Election districts should promote higher amounts of people voting, be geographically inclusive, giving additional reasons for voting thereby opposing restrictions, and a stake for problem resolution.

Crime & Public Safety Issues:

No a) Do you support capital punishment for certain crimes?
Yes b) Do you support alternatives to incarceration for certain non-violent offenders, such as mandatory counseling or substance abuse treatment?
Yes c) Do you support legalizing the possession of small amounts of marijuana?
No d) Should a minor accused of a violent crime be prosecuted as an adult?
No e) Do you support the enforcement of federal immigration laws by state and local police?
Yes f) Do you support delaying the seizure of assets by law enforcement officials until after a conviction?
g) Other or expanded principles:
Systemic reform is sorely needed in judicial, prisons, police, brutality and social-violent reactions. Mandatory counseling, addiction treatment, meaningful rehabilitation for all including children and showing human respect should prevail. Cities must eliminate gangs, violent crime, gun usage, addictive drugs thereby becoming a welcoming for senior citizens to utilize affordable housing. We welcome immigrants, seize assets by court action, and treat people fairly. Injustice, capital punishment, and laws that don't work need a second look. incarceration is costly, inhumane and nonproductive.

Economic Issues:

Yes a) Do you support government spending as a means of promoting economic growth?
Yes b) Do you support lowering taxes as a means of promoting economic growth?
No c) Do you support reducing government regulations on the private sector?
Yes d) Do you support expanding access to unemployment benefits?
No e) Do you support requiring welfare applicants to pass a drug test in order to receive benefits?
Yes f) Do you support an increase of the minimum wage?
No g) Do you support legalized state-sponsored sports betting in New Jersey?
Yes h) Do you support a tax on short-term housing rentals in New Jersey?
i) Other or expanded principles:
Encouraging new employment opportunities is a role of government. Financial reassessment, the costs of government, eliminating corruption, getting the best bang for the buck from revenue sources, when betting-lottery-casinos don't meet NJ needs, we need to evaluate additional income such as legalization of marijuana, short term shore rentals and Wall Street investment. Drug testing is an invasion of privacy as assisting the social net and unemployment insurance are worthwhile endeavors over homelessness. Labor as a living wage over the corporate and private sector needs protection as a people based policy.

Education Issues:

No a) Do you support the national Common Core State Standards initiative?
No b) Do you support state funding for charter schools?
Yes c) Should immigrants unlawfully present in the United States who graduate from New Jersey high schools be eligible for in-state tuition at public universities in New Jersey?
d) Other or expanded principles:
We pay taxes for Public schools it's structured and can't be divided. Charter schools and immigrants haven't shown superiority in standards to the public curricula. Teaching not for the test but for knowledge makes better learning. Since a brain is a horrible thing to waste, supporting public tuition and education after high school improves future employment.

Environment & Energy Issues:

Yes a) Do you support state funding for the development of renewable energy (e.g. solar, wind, thermal)?
Yes b) Do you support state funding for open space preservation?
Yes c) Do you support government regulations of greenhouse gas emissions?
d) Other or expanded principles:
NJ environment, super fund remediation and infrastructure needs have been ignored for decades. New energy sources need encouragement as future jobs. Earmarking open space, saving the earth, realization that climate change is real, severe weather episodes don't just happen by themselves, lawmakers need to be proactive in problem resolution. Hurricanes Sandy and Irene demonstrate NJ's deficiencies. Government does play a protective role in our environment as growth and development depend on action.

Gun Issues:

Yes a) Do you generally support gun-control legislation?
Yes b) Should background checks be required on gun sales between private citizens at gun shows?
No c) Should citizens be allowed to carry concealed guns?
Yes d) Should a license be required for gun possession?
e) Other or expanded principles:
The NRA has no business being anywhere near the most densely populated(most people per square mile) state in the nation. More guns and concealment are unacceptable on all levels as NJ must regain protection expanding regulations as America's role model. 21st century technology should make background and immigration control easy.Violent weaponry is out of control as human respect gets destroyed. Legislating the licensing of cars and guns are protections against harmful actions.

Health Issues:

Yes a) Do you support a universally-accessible, publicly-administered health insurance option?
Yes b) Do you support Medicaid expansion under the Affordable Care Act ("Obamacare")?
No c) Do you support requiring individuals to purchase health care insurance?
Yes d) Do you support allowing doctors to prescribe marijuana to their patients for medicinal purposes?
e) Other or expanded principles:
I will sponsor Single Payer legislation making NJ America's role model for health care. My concept is a system covering everybody(medicare, medicaid, veterans, women and men all procedures between doctors and patients, planned parenthood, sick and disabled, etc.) at the most cost effective means.Government, not individuals are to negotiate between drugs and insurance companies to drastically improve the system. Health care is a right. Like tobacco, NJ is missing the marijuana legalization boat. Our finances must be controlled (as I described earlier).

Social Issues:

Yes a) Do you support same-sex marriage?
Yes b) Do you support the inclusion of sexual orientation in New Jersey's anti-discrimination laws?
Yes c) Do you support the inclusion of gender identity in New Jersey's anti-discrimination laws?
d) Other or expanded principles:
End all discrimination and suppression now. Social policing is unacceptable. Whatever social damage that existed for 8 years must be corrected, freedom expansion is job one. I won't legislate the bedroom.

Legislative Priorities:

In the following area, please explain in a total of 100 words or less, your top two or three priorities if elected. If they require additional funding for implementation, please explain how you would obtain this funding.
1)I requested health care cost analysis from House Appropriations Chairman and failed to receive Rodney Frelinghuysen's (my MOC NJ 11) response. If we engage in 7 wars at once, healthcare for every person in America ought not be a burden.
2)Promoting a progressive agenda by giving people control over big money interests. Ending citizens united, supporting public financing of political campaigns, end lobbying's and foreign election involvement.
3) Workplace and childcare reforms, equal pay for equal work, corporate punishment for overseas tax evasion, a fair shake by protecting the earth and a living wage for the middle class America.
