Personal Details

Mark S. Owens is a Republican member of the North Dakota House of Representatives, representing District 17. He was first elected to the chamber in 2010.

Owens served in the House from 2005 to 2007.

Owens was an at-large delegate to the 2016 Republican National Convention from North Dakota. All North Dakota delegates were unpledged. Owens, however, was one of 18 North Dakota delegates on a list of preferred delegates circulated by Ted Cruz's campaign prior to the North Dakota State Convention in April 2016. Owens earned his B.S. in Social Science from Troy State University-Montgomery in 1986 and his M.S. in Administration from Central Michigan University in 1996. His professional experience includes working as the Senior Vice President of Meridian Environment Technology. He served in the U.S. Air Force from 1975 to 1995.
