- Expanding Medicaid would recover $2.1 Billion dollars every budget cycle to the VA budget, making it unnecessary to tap the "rainy day" fund. Also, the state sales tax on watercraft is 2 percent with a $2,000 cap. That means no additional tax is imposed on a boat's value over $100,000. As yachts can cost millions of dollars, if we raised the tax rate to 4.15 percent with no cap the rate would raise an estimated $6 million a year in revenue. Those are just two ways to work towards balancing the budget without needing to do a-e above.
