Policy Positions

New Hampshire State Legislative Election 2016 Political Courage Test

Abortion & Reproductive

1. Do you generally support pro-choice or pro-life legislation?
- Pro-life

2. Should abortions be illegal after the first trimester of pregnancy?
- No

3. Should abortion be legal when the pregnancy resulted from incest or rape?
- Yes

4. Should abortion be legal when the life of the woman is endangered?
- Yes

5. Do you support requiring parental notification before an abortion is performed on a minor?
- Yes

6. Do you support requiring parental consent before an abortion is performed on a minor?
- Yes

7. Do you support the prohibition of public funds for abortion procedures?
- Yes

8. Do you support the prohibition of public funds for organizations that perform abortions?
- No

9. Other or expanded principles
- No Answer

Budget, Spending, & Tax

Budget Stabilization:

Indicate which proposals you support (if any) for balancing New Hampshire's budget.

1. Tapping into New Hampshire's "rainy day" fund
- No

2. Decreasing funding for public universities
- No

3. Reducing state employee salaries AND/OR pensions
- No

4. Instituting mandatory furloughs AND/OR layoffs for state employees
- No

5. Reducing benefits for Medicaid recipients
- No

6. Other or expanded principles
- Stabilizing the budget in the backs (thru salary reductions or furloughs) of existing State Employees is not the answer. I believe in streamlining existing operations, evaluating existing programs for viability, and use of attrition for reductions in work force.

State Spending:

Indicate what state funding levels (#1-6) you support for the following general categories. Select one level per category; you may use a number more than once.

1. Education (higher)
- Slightly Increase

2. Education (K-12)
- Slightly Increase

3. Environment
- Maintain Status

4. Health care
- Maintain Status

5. Law enforcement/corrections
- Maintain Status

6. Transportation/infrastructure
- Maintain Status

7. Welfare
- Maintain Status

8. Other or expanded categories
- Stabilizing the budget via streamlining existing operations, evaluating existing programs for viability, and use of attrition for reductions in work force. Statewide adequacy aid for k-12 needs to be revisited, as existing policy puts the lions share of education funding on the local tax payer, creating inequalities in education. Programs supporting NH HS graduates to attend NH University or Community college needs greater support with a 'after graduation' program to retain the college graduate in NH.

State Taxes:

Indicate what state tax levels (#1-6) you support for the following general categories. Select one level per category; you may use a number more than once.

1. Cigarette taxes
- Maintain Status

2. Corporate taxes
- Slightly Decrease

3. Small business taxes
- Slightly Decrease

4. Gas/Oil taxes
- Maintain Status

5. Property taxes
- Slightly Increase

6. Income taxes (low-income families)
- Maintain Status

7. Income taxes (mid-income families)
- Maintain Status

8. Income taxes (high-income families)
- Maintain Status

9. Other or expanded principles
- Increases in Taxes and regulation just burden the business owners, reducing profitability, taking hard earned monies which could be used for more hiring employees, business growth, and charity programs. While some level of taxation is necessary to maintain the general welfare of the citizenry it should be as low as possible and any increase should be a necessity not a want.

Campaign Finance & Government Reform

Do you support limits on the following types of contributions for state candidates?

1. Individual
- Yes

2. Political Action Committee
- Yes

3. Corporate
- Yes

4. Political Party
- Yes

5. Should candidates for state office be encouraged to meet voluntary spending limits?
- Yes

6. Do you support requiring full and timely disclosure of campaign finance information?
- Yes

7. Do you support the use of an independent AND/OR bipartisan commission for redistricting?
- No

8. Do you support requiring a government-issued photo identification in order to vote at the polls?
- Yes

9. Other or expanded principles
- No Answer

- Yes

5. Do you support the enforcement of federal immigration laws by state and local police?
- Yes

6. Do you support delaying the seizure of assets by law enforcement officials until after a conviction?
- Yes

7. Do you support additional funding for programs intended to reduce drug addiction in New Hampshire?
- Yes

8. Other or expanded principles
- Regarding minors being prosecuted as an adult: This should be a case by case basis, based on 2 factors. Maturity of the minor, and the severity of the crime.

Economic

1. Do you support government spending as a means of promoting economic growth?
- No

2. Do you support lowering taxes as a means of promoting economic growth?
- Yes

- No

8. Do you support providing direct financial assistance to homeowners facing foreclosure?
- No

9. Do you support an increase of the minimum wage?
- No

10. Should employers be able to ask about applicants' criminal history before interviewing them?
- Yes

11. Other or expanded principles
- a) Except as it related to transportation (Roads and Highways)f) this is not cost effective, unless it is randomized selectioni) These jobs were initially designed for high school/college students - only thru expansion of the educational and Job training programs can we expect to take adults out of these low paying jobs.e) unemployment benefits should be a 'make whole, not penalizing people who take a lower paying job to work then seeing a reduction in welfare/unemployment benefits. This just discourages workers from obtaining work.

Education

- Yes

2. Do you support a merit pay system for teachers?
- Yes

3. Is the tenure process for public school teachers producing effective teachers?

- No

5. Do you support state funding for charter schools?
- No

6. Do you support the state government providing college students with financial aid?
- Yes

7. Should illegal immigrants who graduate from New Hampshire high schools be eligible for in-state tuition at public universities?
- No

8. Other or expanded principles
- a) Due to the highly mobile society I see the need for a national pacing standard (established by a cooperative states organization not the Federal Dept of Education) that allows parents to move district-to-district and State-to-State without worrying about if their children will be penalized. I do object to federal linking any funding to national standardized tests.b) until we figure out what to do with special education students with a voucher system. If that can be worked out, I would support vouchers. I believe in parental choice.

Environment & Energy

1. Do you support state funding for the development of renewable energy (e.g. solar, wind, thermal)?

- Yes

5. Do you support government regulations of greenhouse gas emissions?

- Yes

7. Other or expanded principles
- a) there is an need for energy independence as part of a national security program.

- No

2. Should background checks be required on gun sales between private citizens at gun shows?
- Yes

- No

5. Other or expanded principles
- No Answer

- No

6. Do you support monetary limits on damages that can be collected in malpractice lawsuits?
- Yes

7. Do you support allowing doctors to prescribe marijuana to their patients for medicinal purposes?
- Yes

8. Other or expanded principles
- Means testing should be applied to any 'nationalized'' healthcare programs. In no instance should any child nor the elderly be worried about needed healthcare.

Social

1. Do you support same-sex marriage?
- Yes

2. Do you support the inclusion of sexual orientation in New Hampshire's anti-discrimination laws?
- No

3. Do you support the inclusion of gender identity in New Hampshire's anti-discrimination laws?
- No

4. Other or expanded principles
- I believe the ONLY role the government should play is establishing the legal standard of 2 adults, so I guess I would word it as this.. The 'State' establishes "Civil Unions' in all instances of couples, while the church establishes marriages for those that select that. It's partially semantics.

Legislative Priorities

In the following area, please explain in a total of 100 words or less, your top two or three priorities if elected. If they require additional funding for implementation, please explain how you would obtain this funding.
- Education - Adequacy Aid for K-12 needs to be revisited, and re-established at the State level to reduce the local property tax burden which unfaily penalized lower economic towns. If the state average cost per student is 14K, then the state should pick a reasonable majority % to fund, that spreads the basic education cost across the entire state. Currently they fund less than 25%
